As long as they are using these devices for legitimate school work, why would we want to hinder them from working during their lunch time or before or after school? I believe in heaver filters for elementary schools, moderate filters in middle schools, and no filters in high schools. These filters are not only not effective (students find ways around them), but they hinder the educational process by blocking sites due to \u201ckey words\u201d and the like. As an art teacher, I found it very difficult to do research and to assign research projects to my students because entire museum sites were blocked due to one word or one image that some software considered inappropriate. The district wants everyone to follow its Facebook and Twitter accounts but blocks access to them at the sites where, for some students, this is the only internet access they have. If a student does look up inappropriate stuff on the schools server, the sites will punish that student accordingly. I think the ones we have in place are just fine. My students haven't been blocked from any site they needed to get to, and if they did I was able to ask and have it unblocked. That said, I don't disagree that a more free access environment in the high schools would be bad thing.

It is called CIPA (Children's Internet Protection Act) and it is protection from harmful sites. I have heard of leveled filtering, but I'm not sure if we have that capability. \nIf you can identify particular sites that your students should have access to but don't, there is a process to request through the Teaching and Learning chain to have sites blocked or unblocked as appropriate.
