\nE-Rate Services
\nTelecommunication Services:
\nThe district utilizes the telecommunication services (phone, pager, Internet access,
\ncellular) for service to as well as access for library media centers and classroom instruction.
\nThe detail of these services is reflected in the E-rate application. As a result of E-rate
\nfunding for the Internet access provider and leased cable lines for thw WAN\/LAN, more
\nstudents have the ability to access the Internet for instructional purposes. Additionally, the
\ndistrict has funded more computers and printers for the classroom through local money and
\nbond issues. Limited use of distance learning equipment now exists at two junior highs.
\nFor the E-rate application, telecommunication service funding will be requested for
\nphone service, cellular service, Internet access provider and Internet access through leased
\ncable lines (WAN\/LAN) for the network.
\nInternal Connections\/Other Services:
\nThe needs of the district for internal connections become greater with each year. Erate
\nfunding has significantly improved the sites that were eligible for the higher discounts
\nfor basic maintenance to ensure continued normal operation of servers and switches,
\nrouters, and cabling. Support through maintenance is vitally important in that these sites
\nhave a higher need and demand for the use of technology.
\nThe district is working toward the goal of providing more wireless capability to
\nsupport wireless connectivity from any classroom in addition to the cabling that exists in
\nMid-Del School Technology Plan 22
\neach classroom. E-rate funding would be a catalyst for more wireless technology in the
\ndistrict as a part of our instructional goals for greater student accessibility and use,
\ndemonstration of competencies in the use of technology, and increased academic
\nperformance.
\nFor the E-rate Year 10 application, cabling, basic maintenance, telecommunications,
\nInternet access, and student e-mail services are requested for funding.
\nSIF
\nOklahoma state law (HB 1646, 2003 legislative session) requires school district
\ncompliance with the Schools Interoperability Framework (SIF) by 2005-06 school year. SIF
\nenables district to send and receive individual student records to and from the State
\nDepartment of Education (SDE) using XML standards and protocols.
\nFor SIF vertical compliance, each student record will receive a state student ID
\nnumber that is randomly generated by the SDE when the records are initially received from
\nthe district. The number assigned by the Wave will be sent back to the district on each
\nstudent record and should be retained locally as long as educational services are provided to
\nthe student in the state of Oklahoma. It should be used in conjunction with local
\nidentification numbers.
\nMid-Del Schools is working with each software vendor to ensure that SIF agents are
\ndeveloped for the software products. At this time, the following district owned products are
\nSIF compliant and the agent has been implemented or is in the process of being
\nimplemented:

\n\u2022 Transportation Software \u2013 VersaTrans

\nWave
\nOklahoma\u2019s state student information system is called \u201cThe Wave\u201d. The Wave is a
\ncustomized and secure electronic student information system enabling data-driven decisions
\nregarding the education of Oklahoma\u2019s future, our children.
\nThe Wave is designed to provide accurate and comparable data at the district\u2019s
\nfingertips and speed up the process of research and best practice initiatives. It will keep up
\nwith our mobile society and allow us to retain valuable information on students. Mid-Del
\nSchools has implemented The Wave.
\nStudent Tracking and Reporting (STAR) Pilot Program
\nThe Student Tracking and Reporting (STAR) Pilot Program was created by the
\nOklahoma State Legislature to provide for the development and implementation of a
\nhorizontal school district and school site level student data management and reporting
\nsystem based on the Schools Interoperability Framework (SIF) industry open-standard.
\nMid-Del Schools applied for and was chosen as one of the 13 school districts that
\nwould receive a portion of the initial grant. Those funds were spent for improving the
\ndistricts horizontal communication system that is already in place. Specifically, the funds
\nwere used to:
\n\u2022 Purchase a SIF compliant student benchmarking program
\n\u2022 Purchase the available SIF agent for the Horizon software program
\nMid-Del School Technology Plan 24
\n\u2022 Purchase a SIF compliant Data Warehousing and Portal software program
\n\u2022 Training for district employees in managing new operating system software
\n\u2022 Consulting fees for implementing and managing the new software programs.
\ne-Rate Technology Goals
\nThis plan establishes clear goals and a realistic strategy for using telecommunications
\nand information technology to improve education and library services.
\nThe Mid-Del School District school improvement plan focuses on technology that
