What if this time were set aside by the district during professional development hours? Perhaps we could replace that system with either a rubric that measures NETS for teachers or the LoTi system.  ISTE brochures wouldnt be ENOUGH to cause STEPs to rearrange training to a more ISTE based system of assessing teachers' tech. skills. This would would go along with Dr. W's above posted idea.
